Realtor® Bills Make Progress in Richmond

State and local Realtor® associations worked throughout 2014 to develop a 2015 Virginia legislative agenda. This collaborative effort has produced a slate of issues aimed at protecting your businesses and the real estate industry. The following issues are measures that the NVAR and VAR Government Affairs staff will work to pass for you in the 2015 General Assembly Session:

General Assembly Approves Full Realtor® Agenda; Adjourns

The Virginia General Assembly adjourned Friday, February 27, a full day ahead of the scheduled adjournment date. The mostly harmonious session was marked by a 100% success rate on all Realtor® backed legislation, a two-year budget completed in near record time and a last-minute agreement on ethics reform.

The Realtor® bills now advance to Governor Terry McAuliffe (D) who has until midnight on Monday, March 30, 2015 to sign or veto the legislation. With all bills passing unanimously in both the House and Senate it is expected the Governor will sign all legislation before the deadline. Once signed the new laws will become effective July 1, 2015.

Below are the final versions of each of the Realtor bills. Please watch for further information from NVAR on the impact of these measures as we approach the effective date of the new laws.


HB 1424 (Marshall, D.W.): Virginia Water and Waste Authorities Act; delinquent payment.
HB 1452 (Miller): Landlord and Tenant law; who may recover rent and possession.

HB 1493 (Miller): Enticing another into a dwelling house; person who commits certain violations, Class 6 felony.

HB 1642 (Stolle)/SB 775 (Locke): Virginia Residential Property Disclosure Act; related to special flood hazard zones.

HB 1965 (Rust): Virginia Contractor and Real Estate Transaction Recovery Funds; conforms provisions.

HB 2100 (Peace): Condominium and Property Owners' Association Acts; allowable charges; rental of units; Further Clarification to the POA and COA.

 SB 868 (Chafin): Water or sewer systems; delinquent payment of rates and charges.
